Dear Friends of Animals,

I am writing to you on behalf of the Alliance for the Rescue of Minority Life, a Taiwan-based group dedicated to the rights and welfare of stray dogs. They recently witnessed the tragic and disturbing treatment of stray dogs in the Taichung City Animal Pound, and we are urgently calling for international support and pressure to force not only the Taichung City government to change its relentless policy toward stray dogs but also the Taiwan central government to enhance its supervision of all public animal shelters and pounds.

On Sunday, March 5, 2006, the Alliance, along with several journalists, witnessed a horrific incident in the Taichung City Animal Pound that will not soon be forgotten. Over 20 puppies were confined in a large, stainless steel cage with no food or water. Several puppies were so hungry that they ate another puppy, which likely starved to death in the cage.

By the time the Alliance arrived, one puppy was eating a leg. Part of the skull remained on the cage floor. Outside the cage, several puppies were fighting over the rest of the carcass. Other dogs and puppies cowered, terrified, in a corner of the cage.

Meanwhile, nobody was in the shelter taking care of these dogs. Excrement was everywhere. A dead puppy had been left in a paper box on the ground. The air stank of rotting carcasses and animal waste.

Taichung City is notorious for its harsh policies toward stray dogs. In January 2006, Mayor Chi-Chiang “Jason” Hu ordered the Environmental Protection Bureau to increase their efforts to capture stray dogs. Forty to fifty dogs are caught each day and sent to the city’s pound. However, the maximum capacity of the pound is only 100 dogs. Moreover, the pound has no veterinarian, outdated equipment and supplies, and only two people taking care of the animals.

By now, you probably understand that this “dog-eat-dog” tragedy occurred as a direct result of Mayor Hu’s decision to round up all strays in the city with no regard for the pound’s limitations. Animal welfare groups in Taiwan, including the Life Conservationists Association and the Taichung Universal Animal Protection Association, have strongly urged the City to stop capturing stray dogs, close the pound, and move dogs to an existing larger and better public shelter. However, the city government has repeatedly rejected their pleas.

We urgently need your help. Only when the careless and bureaucratic government receives overwhelming voices from overseas will it be pressured and motivated to improve its policies and treatment towards animals. Please send an e-mail voicing your dissent over the City’s inhumane practices and policies regarding stray animals to the Mayor of Taichung City, Mayor Chi-Chiang Hu, at 10001@tccg.gov.tw.
